Sometimes the three unlucky councilmen, who are either too good and hard-working (Baldr), too perfectionist and martyr-like (Loki), or just too used to doing all the work (Forseti), end up working all day and all night on some completely useless paperwork.
The papers are old and the notes on them seldom make any sense, and even when Forseti is something like one and a half thousand years older than Loki and Baldr, they have a lot of problems with a lot of things.
Someone wants to get married? Alright, let's dig up some genealogy records and marital law books from the archives. They're absolute nonsense and very diffcult to read and compare with each other. Someone has been tricked into buying a lame horse? Okay, it's probably best to start by checking some recent stud books and tax records and by contacting the supposed seller...
